Hyperglycaemia puts the body in a catabolic state (breaking itself), so it becomes very difficult for muscles to be built. So first, you need to drop your blood sugar levels to normal range by getting rid of the insulin resistance first. This can be done by reducing the animal fat products in your diet (if you have any) and prevent junk and processed food, and depending on what type of diabetes you got, you might need to take/increase the medication.
